WHAT TO EXPECT AS OUR CFO - CHIEF FINANCIAL OFFICER

You'll be a staple in our county government's success, taking active steps to safeguard our assets, increase revenue, and support a stable financial future. You'll be in charge of crucial finance, banking, tax, and legislative operations and assist with special projects as needed. Your focus will be on meeting short- and long-term goals, and you'll optimize our processes to improve efficiency and productivity. You'll manage our finance records, budget preparations, accounts payable, tax databases, and county banking operations. Following the best accounting practices, you'll oversee our debt program, create profitable investment policies, and find ways to minimize banking costs while maximizing income.

Integrity is crucial, and you'll implement internal controls to prevent fund misappropriation. You'll find ways to increase revenue, including recommending tax levies, tracking special assessments, and collaborating with other units of government to enforce tax collection. Additionally, you'll assist with administrative duties like handling communication for the board of commissioners, coordinating and conducting elections, issuing marriage licenses, and overseeing public outreach. You'll support legislative development, participate in lobbying efforts, and hire and train new staff to help our county reach new heights!

WHAT WE NEED FROM YOU

  • Bachelor's degree in accounting or a similar field
  • Knowledge of accounting, budgeting, forecasting, auditing, and financial practices
  • Knowledge of government accounting standards and state statutes regarding county organizations
  • Knowledge of agency fiscal policies
  • Knowledge of computerized accounting systems
  • Ability to plan and install new accounting, budgeting, and auditing systems
  • Ability to prepare and analyze financial statements and reports
  • Ability to manage tax, payroll, revenue, and expenditure payment data
  • Ability to establish and maintain working relationships with coworkers and members of the public
  • Qualified elector in North Dakota
  • Residence in Cass County (within 90 days of appointment)
  • Communication, interpersonal, and planning skills
  • Organizational skills, problem-solving abilities, and ability to set short- and long-range objectives
  • Professional attitude and appearance

CPA or CPFO certification would be preferred.
