Lead growth across DHS components including U.S. Customs and Border Protection (CBP), Transportation Security Administration (TSA), Cybersecurity and Infrastructure Security Agency (CISA), Federal Emergency Management Agency (FEMA), U.S. Citizenship and Immigration Services (USCIS), U.S. Immigration and Customs Enforcement (ICE), United States Coast Guard (USCG), United States Secret Service (USSS), Federal Law Enforcement Training Centers (FLETC), and DHS Headquarters organizations. Choose acquisition paths under FAR and Homeland Security Acquisition Regulation (HSAR), GSA MAS, or OASIS+ that minimize cycle time and risk.

Requirements

  • Build and sustain extensive relationships across components (mission owners, Chief Information Officer (CIO) and Chief Information Security Officer (CISO) where relevant, Mission Support, and the Chief Procurement Officer (CPO) / contracting) to sequence near-term awards and multiyear paths.
  • Shape demand before RFI; determine whether MAS ordering (FAR 8.4) or OASIS+ task ordering shortens time-to-award; design teaming for coverage, credentials, and speed.
  • Stand up pilots with operators and procurement; convert to programs with measurable outcomes, safeguards, and cost controls.
  • Maintain 3–4× pipeline coverage, reliable forecasting, and clear operational guardrails.
  • Coordinate with interagency stakeholders when missions intersect shared national-level programs or infrastructure.

Qualifications

  • 8–10+ years of DHS growth with wins at one or more components (for example, ICE, CBP, TSA, CISA, FEMA).
  • Strong command of FAR/HSAR and schedule/OASIS+ ordering practices; ability to navigate component governance and CPO processes.
  • PTW modeling, competitive assessments, teaming architecture; forecast and pipeline discipline; senior-level relationship management.
  • Depth in one or more: CBP/USCG border and port operations; TSA aviation security; CISA cybersecurity and critical-infrastructure resilience; FEMA disaster operations; USCIS benefits operations.
  • Familiarity with incident-management constructs and interagency coordination.
